On dit que Hong Kong est la ville la plus sûre en Asie. Mais ce soir, un fourgon de police a été détourné avec les armes, les équipements et cinq officiers à bord dont le fils du commissaire adjoint MB Lee (Tony Leung Ka Fai). Le commissaire en chef tenant une conférence à l’étranger, Lee prend le commandement de l’opération de sauvetage – baptisée «guerre froide» – mais les mystérieux ravisseurs connaissent clairement les procédures de police et sont donc dans une position avantageuse. S’opposant aux méthodes agressives mais futile de Lee, l’autre commissaire Sean Lau (Aaron Kwok) décide de mener l’opération. Pendant ce temps, l’ICAC commence à enquêter sur Lau et Lee, soupçonnés d’avoir des liens cachés avec les ravisseurs…
